Richard Gutch is an Associate with ProspectUs, a third sector recruitment company, as well as being a freelance consultant on issues concerning the third sector.
He was Chief Executive of Futurebuilders England Ltd (2004-08), where he was responsible for setting up and running Phase 1 of the Government backed £150 million investment fund, which aims to improve public service delivery through long term investment in the third sector.
He was previously Director for England and Strategic Programmes at the Community Fund (2001-04) where he was responsible for International, Research and Strategic grants, as well as all regional grantmaking in England, and he led the Community Fund’s work on outcome funding.
Prior to the Community Fund he was Chief Executive of Arthritis Care (1992 – 2001). Under his leadership, Arthritis Care became a user-led organisation, developed its self-management programmes (which led to the Expert Patients Programme), and expanded its network of appointed volunteers and branches.
Prior to Arthritis Care, he was Assistant Director of the National Council for Voluntary Organisations, where he was responsible for NCVO’s work on local government and on contracting and was co-author of the On-Trust report on the training of trustees, as well as author of Partners or Agents, Contracting Lessons from the US and other publications.
Richard began his career in the 1970s as a town planner working in South Yorkshire. In the early 1980s, he was Assistant to the Chief Executive at the London Borough of Brent, where he worked on a range of inner city initiatives and black and minority ethnic projects.
He has been a former chair of the Long Term Medical Conditions Alliance, as well as chair and vice-chair of the Association of Chief Executives of Voluntary Organisations (ACEVO) and a member of the Expert Patients Task Force and the Department of Health’s Third Sector Commissioning Task Force. He has been involved in ACEVO publications on user involvement, core costs and devolution and regionalisation. He was a member of the DCES’ Third Sector Forum and the DoH Commissioning Sounding Board.
