Who is the main employer in a charity organisation which is run by the management committee, is it the the management committee or the co-ordinator?

Who has right to employ staff and make decision about their salary, write a contract and its term? And make decision about the long of the contract?

could you give us a bit more context about your question and your organisation please so we can find an answer to your question? For example: 

- Are there any people employed at the moment or is this something you are just starting to do?

- Is your organisation a new one?

- What does the co-ordinator do?
